BASF is currently building a new Verbund site in Zhanjiang, Guangdong province. Announced in July 2018 and officially commenced in November 2019, BASF Zhanjiang Verbund Site Project would be BASF’s largest investment with up to US$10 billion upon completion and would be operated under the sole responsibility of BASF. BASF Zhanjiang Verbund site would ultimately be the third-largest BASF site worldwide, and will be built into a role model for smart manufacturing and sustainable production by utilizing the latest digital technologies and applying the highest safety standards.

Main Task

- Be responsible for the implementation of EHS policy, procedures and BASF Responsible Care codes of the site to ensure compliance and safety maintenance execution.
- Develop and update relevant site rotating work instructions and/or manuals based on EHS laws, standards of China and BASF company EHS policy and regulations.
- Ensure training and compliances of safe job procedure, work permit system, EHS guideline, local and international rules and regulations to BASF team staff and contractors.
- Cooperation with production, 1st line maintenance and safety departments, lead or support to identify unsafe conduct and conditions, risk assessment, accident/incident investigation, reporting, etc. always ensure the employees and contractors in the safe work environment with proper PPEs, tools and facilities with safe job method.
- Support the EHS review during operation, change implementation and project, collaborate and conduct process safety review, PSSR etc. with stakeholders.
- Develop and coordinate site rotating equipment maintenance management strategy and processes as well as its contractor’s strategy.
- Work together with asset management and 1st line maintenance team to develop the site rotating equipment preventive, predictive, corrective maintenance life cycle plan and short-term periodic plan as well as effective inspection & test regime.
- Lead site rotating maintenance team and its management process, including scope definition, cost estimation, planning & scheduling, implementation, safety/quality/cost controlling and documentation (record, report, work instruction, procedure etc.), for i.e. turbine, compressor, pumps, chillers, blowers etc., to ensure effective and in time qualified services for site.
- Manage central workshop on rotating equipment maintenance as well as site mechanical shift team, always ensure qualified workshop services and site effective and in time mechanical shift team services as well as BIG smart vehicles maintenance management.
- Collaborate with procurement and contractor management team on rotating external service and contract-out management, including contractor assessment, qualification, technical clarification, bidding and verification etc.
- Coordinate and support site rotating equipment materials and spare parts management, including stock/nonstock, repair and procurement policy, BOM & MRP setting etc., also be responsible for specialized facilities and tools management.
- Act as technical decision maker & owner of site rotating equipment management, coordinate direction and strategy in plants rotating equipment technical management with asset management team, to ensure high standard of reliability and integrity for all plants rotating equipment and systems.
- Provide technical support to plants by assisting in RBM, root cause analysis and resolving rotating equipment problems and bad actors, reviewing operating procedures, especially for HDRE, and assisting in operation, shut-down & start-up of critical rotating equipment, identify and mitigate the threats to site availability.
- Establish and provide technical assurance for site rotating equipment by maintaining KPI’s, reviewing processes and MOC, leading condition monitoring program and improvement task forces & activities, set rotating equipment e.g. HDRE overhaul and acceptance standards, also provide in time effective and expertise rotating equipment technical advisory service based on demands.
- Technical support to plant turnaround execution, including but not limited to assisting in the planning and execution of the rotating equipment repair and overhaul, especially for HDRE; Coordinate TAR resources for technical support with GC & Global Machinery.
- Lead and establish rotating equipment technical management documentation system refer to project and OEM files as well as site maintenance database.
- Provide technical support to Capex Project team mainly on HDRE rotating equipment management and processes, i.e. specification management, risk assessment, technical plan & selection process.
- Support project engineering mainly for HDRE by proposing and justifying needed improvements and typical solutions, supporting the design, procurement and installation of the HDRE rotating equipment.
- Support project manager mainly on HDRE for cost forecast & check, change control etc., join the negotiation & ITB with contractors, balance during bidding as well as relevant claim management, ensure right basis for project execution on HDRE rotating equipment.
- Monitor project implementation and decision making in difficult cases/stages of the project on HDRE rotating equipment, supervise suppliers, contractors based on project demands, promote and use continuing relationships with HDRE rotating equipment suppliers to obtain total ownership benefits.
- Act as consulting function in area of expertise on HDRE with e.g. EPC-contractors, assumption of tasks in external panel of HDRE experts in projects on behalf of BIG.
- Direct and prioritize the workload of team staffs, train and coach the direct report and develop the succession planning; Be responsible to develop rotating discipline maintenance managers, engineers, technicians and contractors’ capability and skills through proper trainings system, set up competency assurance for related BASF staff and contractors, also be responsible for their performance management & monitoring.
- Review and organize relevant experience exchange and share the best practices within BIG relevant stakeholders and maintenance team for sustainable development and improvement on site rotating equipment management.
- Lead and support sustainable BIG technical expertise development in the area of rotating discipline; Lead and coordinate to promote best practices and effective use of the latest rotating equipment knowledge.
- As rotating especially HDRE technical expertise and focal point in BIG, support/coordinate relevant activities in global/regional technical community; Maintain expert network in GC and global technology, implement BASF global relevant critical business case services and strategies on behalf of BIG.

Requirements

- Bachelor degree and above in mechanical engineering.
- Above 15 years’ experience in the rotating equipment discipline.
- Profound Knowledge in petrochemical/chemical field & central maintenance and its methods, program management.
- Familiarity with the basic investigation tools and techniques like RCM, RBM, FMEA is an added value.
- Perfect Management Disciplinary skills to handle multiple teams and driving a continuous improvement process.
- Strong Leadership skills.
- Fluency in English, both verbal and written.
