Objectives of the Position

  • Lead and manage the Utilities, Waste Water Treatment Plant (WWTP), and General Facilities for the site.
  • Manage operations and maintenance of utilities plants to ensure reliable supply of steam, compressed air, nitrogen, water (process & potable), demineralized water, and cooling water.
  • Oversee general facilities including buildings, roads, drainage, sewerage, fences, firefighting systems, pipe racks, and land areas.
  • Manage WWTP operations to ensure wastewater meets legislative requirements prior to discharge.


Main Tasks & Responsibilities

Safety, Compliance & Documentation

  • Ensure compliance with environmental, health, and safety policies; maintain a safe working environment.
  • Ensure UGF facilities comply with BASF and local regulatory requirements, including permit monitoring and renewal.
  • Ensure WWTP complies with regulations and licensing requirements.
  • Maintain all operating licenses and competency certifications.

Operations & Maintenance

  • Supervise operations and maintenance of UGF facilities, including ordering and inventory of raw materials (fuel, chemicals, spare parts).
  • Ensure safe unloading of hazardous chemicals (HCl, NaOH).
  • Troubleshoot and resolve operational issues in utilities and WWTP systems.

Training, Documentation & Change Management

  • Develop training programs to ensure staff competency.
  • Maintain departmental documents according to IMS requirements.
  • Initiate and close Management of Change (MOC) related to Utilities, WWTP, and General Facilities.

Cost & Performance Management

  • Manage departmental expenses and ensure costs remain within budget.
  • Review utility and WWTP cost drivers; ensure accurate cost allocation.
  • Develop and monitor departmental KPIs to improve efficiency.


Requirements

  • Degree in Mechanical Engineering or Science-related discipline.
  • Minimum 10 years related experience, including Steam Engineer Grade 1 Certificate (mandatory)
  • Prerferably have CePIETSO (BP) and CePIETSO (PCP) 
  • Have Boiler House & Utilities/Facilities operations experience
  • Manage WWTP and certified Environmental Professional WWTP (Biological & Physical Process)
  • Have supervisory/leadership experience

 

Technical & Professional Skills

  • Strong technical knowledge in boiler operations, pumps, blowers, valves, and related equipment.
  • In-depth understanding of Utility and WWTP systems, including limitations, operability, and safety.
  • Competent in Microsoft Office (Excel, Word, PowerPoint), SAP/SAP-PM, Lotus Notes, Adobe Acrobat.
  • Familiarity with local regulations (DOSH & DOE).
  • Qualified Responsible Person for Natural Gas System.
  • Experience with Poisons License (as license holder).
  • Fluent in English (speaking, reading, writing).
