Objectives of the Position   

  • As expert in corporate Environment, Health and Safety, assist Business Units in improving and maintaining EHS performance of BASF Japan (BJL) and group companies located in Japan.
  • Applicable subject matters (not necessary for a single person to cover all subjects): environmental & energy management, industrial hygiene, occupational safety, and process safety.
  • Keep compliance by effective Product Stewardship communication between chemical producers, downstream customers, and external stakeholders to understand and take action to avoid or manage risks associated with the use of BASF products.
  • Continue to fulfill the demanding tasks involved from Business unit and product safety to continue to be ensuring compliance, i.e. external and internal regulations. And prevent illegal or abusive use of BASF products.

 

Main Tasks

EHS Performance Improvement:

  • Assist Business Units in improving and maintaining EHS performance of BASF Japan and group companies located in Japan; this includes hands-on demonstration of risk assessments onsite.
  • Plan and develop the local EHS programs that suit to the local business environment and according to the Japanese regulatory requirements.
  • Act as a gate keeper for the EHS regulatory compliance of the company and group companies’ operations; verify, monitor and supervise the corrective actions taken by Business Units, JVs, Contracted Manufacturers and the other parties of interest.
  • Assist the global EHS auditors in carrying out Responsible Care Audits at the BASF Japan sites, Joint Venture sites and Contracted Manufacturer sites.

Incident and Crisis Management

  • Support incidents, emergencies and crisis as a part of EHS Crisis Response Team; this includes taking a part of incident investigation team, identifying and ensuring corrective measures to be taken.

Occupational Safety:

  • Coordinate and develop safety programs, systems, and processes, including training and coaching of site EHS teams and stakeholders in Business Units.
  • Plan, implement, maintain, and continuously improve the Occupational Safety Management system according to the local laws and RCMS.
  • Demonstrate administrative responsibilities regarding documentation of incidents and follow up on health and safety related issues and concerns. Responsible for maintaining the regional incident database at country level and ensuring incident reporting to regulatory authority.
  • Support incident investigation team and advise business/site managers on corrective measures. Ensure effectiveness of the corrective measures implemented.
  • Monitor the safety performance and identify potential safety issues of production and construction sites by analyzing the incident reports and site verification results; and of the construction sites by conducting safety audits and/or RCMS verification scheme.
  • Design and arrange training & activities, e.g. Safety Team Award, Global Safety Days and facilitate best practice sharing to raise and improve the safety awareness & competence of all employees at all levels and contractors.

Industrial Hygiene.

  • Support chemical risk assessment according to BASF internal evaluation scheme, advise sites in implementing risk mitigation measures and verify their effectiveness. This includes, but not limited to, the selection and good management of personal protective equipment (PPE).

Process Safety

  • Support the implementation of process safety processes according to RCMS and BASF requirements.
  • Support all process safety programs, SHE reviews, Management of Change (MOC) and incident reporting at sites.
  • Carry out gap analysis between existing practices and global/regional requirements. Liaise with production sites to work out compliance measures, monitor and assess the effectiveness and efficiency of the implementation.
  • Oversee all process safety incidents in Japan, implement incident investigation processes, carry out root cause analysis, monitor incident reporting, approval & closing status in the company database, follow up incident flash compilation & distribution and facilitate lesson learn.

Product stewardship

  • Product stewardship and Regulatory standards and implement to all country wide and local stakeholders.
  • Supporting the conceptual project and initiative for PS for BASF requirement with cross function unit and local BU, continue the operational excellence and gain the efficiency and support customer satisfaction.
  • Product Stewardship initiative: Promotion / Implementation, and consultation of Product Stewardship related systems in specific BU.
  • Chemical regulations: Determination and maintenance of local regulatory classifications / Generation and maintenance of licenses / Tracking of legal changes and follow-up of implementation
  • Business support: Coordinator for Customer inquiries for country wide, handling of customer inquiries/Specification regarding regulatory affairs / Management of regulatory issues.

 

Education and Qualification Required for the Position

  • Education: University degree in chemical or  EHS-related subjects, engineering, health, science or equivalent. Degree in chemical engineering or applied chemistry will be an advantage. Master’s degree will be an advantage.
  • Working Experience: Minimum 3 years working experience in the EHS field or product safety field. Both will be an advantage.
  • English Proficiency: Level 3 (should be fluent enough to have constructive discussions with Regional teams)
  • Technical & Professional Knowledge:  Excellent knowledge of local EHS legal requirements. Experiences with ISO 14001 and/or ISO 45001 (or OHSAS 18001) are plus. Good communication skills and team-working attitudes.
  • Flexible in traveling around the country (mainly Kanto region, Tokai region, Kansai region and Kyusyu); occasional oversea trips are expected.
  • Position specific competencies: Result oriented and have the drive to get the job done. Proactive and be able to work under pressure and independently.  Focus to details. Must have high sense of responsibility.
  • Good knowledge of occupational safety, chemicals, environmental management, risk management and EHS management systems. Experiences either in chemical health risk management or process safety are big plus.
  • Knowledge and experience in Chemistry and Legal requirements of Product Stewardship and Japanese chemical regulations. SAP application in supply chain processes is highly preferred.
  • Preferred certificates: Class 1 or Class 2 Health  Supervisor (第一種又は第二種衛生管理者)
  • Fluent Japanese
