Main Objective

Responsible in develop, implement, and maintain EHSS system (consist of environment, health, safety and security) in PT BASF Indonesia Merak site to comply with the rules, regulation and requirement from BASF Globally and from Indonesia specifically.

Responsible of ensuring the license to operate of plant in conjunction with the Indonesia rules, requirement, and regulations.

Description

1. Environmental

• Responsible in complying all the rules, regulation, and requirement of BASF in environmental protection.
• Responsible in complying all the rules, regulation, and requirement of Indonesia in environmental protection.
• Monitor and maintain environmental management system and activities such as waste handling, waste segregation, 3rd party disposal, emission sampling, test, RESHA, environmental incident investigation and mitigation, and other related environmental activities.
• Maintain relation and communication with respective Indonesia Ministry to keep updated with the local, region and country regulation.
• Responsible in environmental regular reporting to Kementrian Lingkungan Hidup Indonesia as per Dokumen Lingkungan.
• Responsible in PROPER submission and completion of data.
• Responsible in SIMPLE reporting
• Cooperate with other head of department in environmental aspects & implementation throughout the site.
• Cooperate with other Busines Unit site EHS and EHSS corporate in the environmental aspect
• Responsible in annual RESHA reporting

2. Occupational Health

• Cooperate with country health officer (dokter) to meet the rules, regulation, and requirement of BASF in Occupational Helath in the site.
• Responsible in complying the rules, regulation, and requirement of Indonesia in Occupational Health.
• Make sure that the equipment, facilities to support health in the plant are ready to use and well maintain.
• Cooperate with other head of department in Industrial Hygiene and health aspects & implementation throughout the site.

3. Occupational Safety

• Responsible in complying all the rules, regulation, and requirement of Indonesia in the occupational safety aspect for the activities in the plant.
• Responsible in complying all the rules, regulation, and requirement of BASF in the occupational safety aspect for the activities in the plant
• Maintain and improve the system of occupational safety and incident management in the site in particular registering to BASF Reporting system and Legal Compliance under Site Manager Approval
• Responsible for the PPE availability, for specific or common use in the site.
• Coordinate site inspection, safety committee meetings in the site.
• Cooperate with other head of department to comply with Occupational safety requirement such as HIRA, CHRA, PPE check and other program to ensure Occupational Safety requirement are met.
• As member of P2K3, to comply with the rules of Kementrian Tenaga Kerja Indonesia

4. Security

• Responsible to build communication with the local authorities as needed.
• Responsible to maintain the system for security together with the appointed 3rd party vendor.

5. Training

• Assigned.as mentor and trainer
• To conduct regular training and specific EHSS required training to all employee and contractor as required by Indonesia Requirement and Regulation as well as BASF Requirement and Regulation.
• To do analysis and effectiveness of training and improve as needed to ensure that employee and contractor understand and having competencies needed as required by Indonesia Requirement and Regulation as well as BASF Requirement and Regulation.
• Cooperate with vendor, other site EHS and EHSS corporate in conducting the training as required.
• Maintain and update the training materials to comply with Indonesia Requirement and Regulation as well as BASF Requirement and Regulation.

6. License to Operate

• Responsible in maintain the license to operate in Dowann system including updating, renewal and entry of new license to operate to meet Indonesia Requirement and Regulation as well as BASF Requirement and Regulation.
• Cooperate with vendor, head of department required to maintain the license to operate.

7. EHSS Management

• As the main coordinator for EHSS department.
• Coordinate the subordinate to do the required duty of EHSS
• As mentor and coach to improve his/her subordinate to meet the required competency and knowledge to do the job required in EHSS
• Maintain reporting, procedure and working instruction as per Indonesia Requirement and Regulation as well as BASF Requirement and Regulation.
• GU code champion for code 3 Occupational Safety, code 6 Environmental, code 7 Emergency Responses and code 9 Security.
• Responsible for budgeting in EHSS, implementation and controlling.

8. IPO

• Appointed as Information Protection Officer (IPO) who act as the point of contact for all matters regarding Information Protection in Merak Site

9. Contractor Safety Management System

• Implementation of CSMS system in Merak site especially in the occupational safety and occupational health in works related to contractors.
• Improve CSMS system focusing on  improvement and assurance of contractor safety who works in Merak Site.

10. Emergency Responses

• As member of SIMT (Site Incident Management Team)
• Responsible in complying all the rules, regulation, and requirement of Indonesia in the emergency responses in the plant.
• Responsible in complying all the rules, regulation, and requirement of BASF in the emergency responses in the plant.
• Coordinate the Site/Plant Emergency Response Drill
• Responsible in maintenance of Emergency Response equipment and make sure that it is available and working all the time.
• Responsible in managing the Emergency Response Room.
• Point of contact with the Merak District Emergency Community response team (TKTD)

11. Transportation Distribution Safety

• As TDS Responsible Person for Entry and Exit Checks (Security)
