  • Lead Shanghai Treasury Platform to perform local treasury tasks
  • Coordinate and support implementation of global and regional treasury projects
  • Maintain relationship with regulators and banking partners
  • Provide professional guidance for joint-venture treasurers and business Units
  • Act as focal point of contact for treasury topics to business units and Local Business Managers (LBMs) to proactively support business growth
  • Contribute treasury expertise within China Finance and Controlling community
Main Task:
  • Lead Shanghai Treasury Platform to perform local treasury tasks
    • Coordinate with Corporate Treasury and Regional Treasury in implementation of Corporate Treasury guidelines
    • Lead implementation of capital measures and related preparation of required treasury documents including new legal entity set-up/liquidation, equity injection, dividends planning and implementation, bank account opening/closure, coordinate group loans draw-down, interests and principles repayments, cash pooling set-up and interest rates adjustment, share transfer, treasury topics in legal entity consolidation etc.
    • Ensure compliance of all Treasury activities with internal and external guidelines, procedures, rules and regulations
    • Monitor and advise on Treasury related regulations
    • Lead Shanghai Treasury Platform in proper team set-up, resource planning and allocation, knowledge and quality management, process efficiency improvement and team development
  • Coordinate and support global, regional and Shared Service Center Treasury operations and projects, support projects and initiatives within Greater China Finance organization
    • Support roll-out of global (e.g. Global Corporate Credit Card, fraud prevention), regional (e.g. Implementation of Cash Management banks, cross-border USD and RMB cash pooling, bank account closure) Treasury projects and coordinate with Regional Treasury Front Office Platform, Shared Service Center Back Office and program management office in treasury services onboarding of new legal entities in China
    • Provide treasury expertise and support in Great China Finance projects especially in onboarding of new legal entity on China Platform
  • Maintain relationship with regulators and banking partners
    • Manage relationship with external regulators, especially PBOC and SAFE Shanghai including providing feedback upon regulators’ requests and attending meetings and exchange events organized by regulators, monitor regulatory changes in banking and foreign exchange regulation
    • Manage relationship with banking partners, monitor and provide advice about financing and cash management products on the markets
  • Provide professional guidance for joint-venture treasurers
    • Maintain regular exchange with joint-venture treasurers, organize China joint-venture treasurer workshop once per year
    • Provide advice on BASF Treasury guidelines, policies and procedures
    • Support Corporate and Regional Treasury in coordination with joint-venture treasurers
  • Act as focal point of contact for Treasury topics to business units and LBMs to proactively support business growth
    • Provide advice on financing, cash management, foreign currency risk management related Treasury solutions to business units and LBMs
    • Arrange regular exchange sessions with business units and LBMs to support business growth
    • Organize treasury trainings to business units and LBMs regularly and upon business units request to cover topics especially foreign exchange risk management, customer and supplier financing and guarantee requirements
  • Contribute Treasury expertise within China Finance and controlling community
    • Proactively share Treasury knowledge especially on cash management solution and foreign currency regulations within China finance community and especially foreign currency risk management within controlling community
    • Actively contribute Treasury expertise in topics and projects within China finance and controlling community (e.g. BAD warehousing)
Requirements:
  • Education: at least Bachelor degree in finance, banking or economics, MBA or Master degree highly welcome
  • Working Experience: at least 8 years progressive experiences in managing China treasury platform with personnel responsibility at MNCs and experiences in dealing with regulators (Shanghai PBOC, SAFE) and local as well as international banks
  • Technical & Professional Knowledge:
    • Profound understanding of Treasury topics including cash management, corporate finance and financial risk especially currency risk management
    • Very good understanding in banking and foreign exchange regulation in China and strong track record in dealing with regulators especially PBOC and SAFE in Shanghai
    • Excellent interpersonal, communication, presentation, collaboration and leadership skills
    • Strong customer orientation and drive for innovation
    • Proficient MS Office skills for Excel, Word and PowerPoint
